In New York, a secret group is being formed to fight terrorism. It is led by the principled FBI agent Bill Goodman and their charismatic CIA operative Hart Hockston, who are forced to work together. But accustomed to playing by their own rules, their methods and views constantly clash, and there is no time for arguments: the city is under threat, and the enemy hides much closer than it seems. To prevent a catastrophe, the partners will have to learn to trust each other, acting on the edge of the law.
