In the 1980s, Félix Gallardo decided to unite the scattered and independent drug producers and dealers in Mexico and build his own criminal empire. At the same time, a DEA agent, Kiki Camarena, newly promoted, moves with his wife and their young son from California to Guadalajara. In his new posting, he confronts his fiercest opponent, and their clash drags on for many years.
