There exists a secret government program to build special reinforced shelters in large cities to protect the heads of state in case of extreme threats. During a large-scale terrorist attack, the presidential motorcade suffers heavy losses; six intelligence agents hide in one of these shelters. Fending off attacks from the outside, they try to reconstruct the events and come to the conclusion that there is a traitor among them.
