After a military coup in December 1979, Chun Doo-hwan becomes president of South Korea. After the shooting of a student demonstration in the city of Gwangju, locals decide to rise up against the regime en masse. The dictator deploys military units to suppress the uprising. Meanwhile, a reporter for a German newspaper who happens to be in Tokyo decides to infiltrate Gwangju to relay to the outside world the truth about what is happening in Korea.
