An operative of the Department of Homeland Security, Tim Ballard, became disillusioned with the system. For many years he tracked and caught pedophiles, but he did not rescue a single child from the clutches of traffickers. Tim exploits the trust of a recently arrested distributor of child pornography, convincing him that he is 'one of us,' and that they are already bringing an eight-year-old boy from Mexico to him. Little Miguel becomes the first to be freed from among many children sold into sexual slavery in Latin America, and Tim decides that he must somehow locate Miguel's sister.
