Bryansk, 1937. In the prison, thousands of inmates' letters are burned, victims of false accusations. One of the letters escapes the flames and lands on the desk of the recently appointed local prosecutor Alexander Kornev. Kornev tries to understand the situation, but he faces obstacles and bureaucracy.
